Le cas de l’installation Felipe Camiroaga, quartier Forestier des hauteurs

Cette conférence fait le point sur la situation actuelle des quartiers spontanés au Chili. Elle présentera en particulier les résultats d’une recherche qualitative sur l’une des plus grandes et représentatives « prises de terrain » de Viña del Mar : l’installation Felipe Camiroaga dans le quartier Forestier des Hauteurs, situé en périphérie de la ville. Les aspects socio-culturels les plus significatifs dans le processus d’auto-construction du quartier, comme phénomène collectif, et des logements, comme phénomène individuel, seront exposés.

Les quartiers spontanés en périphérie des villes sont communément appelés « campements » ou « prises de terrain » au Chili. Face au besoin de logement pour une part de la population, ils se sont convertis en un mode d’accession au foncier urbain, à la fois singulier et de plus en plus courant. Bien qu’il se réalise de manière illégale et produit des conditions précaires d’habitation, ce processus d’occupation du sol et d’auto-construction du quartier et des logements est venu consolider un modèle d’expansion urbaine toujours plus difficile à contrôler. Ce phénomène agrège des aspects signifiants et symboliques avec des besoins et des aspirations socioculturelles non négligeables. Il est alors nécessaire de l’étudier sans idées préconçues pour améliorer les instruments de planification urbaine et faire avancer la politique de logement actuelle.
