Du projet urbain à l’urbanisme comme œuvre d’art : la cité industrielle face à l’Unesco

Ces dernières années, un nombre croissant de villes et de cités industrielles planifiées, souvent dites « company towns » en Amérique et dans divers coins du monde, ont été inscrites au patrimoine mondial de l’Unesco : en France, c’est le cas, par exemple, du très vaste ensemble du Bassin minier du Nord-Pas-de-Calais, dont les milliers d’habitation, les paysages diversifiés et les enjeux de conservation défient l’imagination et interpellent les idéaux patrimoniaux traditionnels, comme les manchettes l’ont récemment rappelé.

Au Québec, parmi les candidates pressenties, se trouve Arvida, crée et construite par l’Aluminum Company of Canada, de 1925 à 1950, qui dispose aujourd’hui du plus haut statut de reconnaissance patrimoniale décerné par les gouvernements du Québec et du Canada et qui, pour l’anecdote historique, reste la plus proche cousine connue de la Cité industrielle de Tony Garnier. Vaste cité conçue sur un territoire de 2400 hectares, Arvida échappe évidemment, comme bon nombre de projets urbains du XXe siècle, à la figure du monument isolé et unique qui anime toujours l’institution patrimoniale, que reflètent d’ailleurs les critères de l’Unesco; pourtant, bien qu’elle en soit un exemplaire exceptionnel, elle appartient clairement à l’héritage du XXe siècle et représente avec panache le legs de la civilisation industrielle à l’histoire planétaire. Comment reconnaître et protéger à leurs juste valeur les projets urbains du XXe siècle dont, au premier plan, ces « company towns » qui ont parsemé la planète? À partir du cas d’Arvida et d’autres cités industrielles planifiées dans le monde, discussion propose de repenser l’urbanisme et les projets urbains « modernes » dans le champ du patrimoine, particulièrement, mais non seulement, à partir de la critérologie du patrimoine mondial, et en tenant compte des défis de conservation que cela soulève pour les collectivités territoriales qui en ont de plus en plus la charge.

Lucie K. Morisset est titulaire de la Chaire de recherche du Canada en patrimoine urbain, professeure au Département d’études urbaines et touristiques de l’École des sciences de la gestion de l’Université du Québec à Montréal et chercheure au Centre interuniversitaire d’études sur les lettres, les arts et les traditions (CÉLAT). Historienne de l’architecture spécialisée dans l’étude de la ville et de ses représentations, elle s’intéresse à l’histoire des idées et des objets d’architecture et d’urbanisme et mène depuis plusieurs années des recherches sur la morphogenèse et la sémiogenèse du paysage construit : La mémoire du paysage (Presses de l’Université Laval, 2001) et Ville imaginaire/Ville identitaire (Nota Bene, 1999), devenus des classiques, exemplifient ces travaux. Lucie K. Morisset se penche aussi les rapports entre l’identité et la culture, tels qu’ils se manifestent par le biais des pratiques de mise en tourisme et de consécration patrimoniale, et sur les transformations des conceptions du patrimoine, ce qui l’a conduite à aborder la patrimonialisation sous l’angle du développement local.
